Leonardo Rigby Kohring, 19, of Lopez Island, has been charged with harassment to kill and taking a motor vehicle without permission in the second degree. Both are class C felonies.
His arraignment was held on Jan. 29 in San Juan County Superior Court. Kohring pleaded not guilty.
A competency evaluation has been ordered by the court, stating, “Mr. Kohring has previously been diagnosed with schizophrenia. He was previously evaluated in a San Juan County Juvenile Court criminal case, found incompetent and competency restoration was ordered. Mr. Kohring was restored to competency within the statutory timeframe. Mr. Kohring is exhibiting paranoid thinking and possible hallucinations or delusions.”
In 2022, Kohring pleaded guilty to attempted rape in the second degree — forcible compulsion. He was sentenced to 15-36 weeks in a state facility run by the Washington State Department of Children, Youth and Families, where he completed the required programs for release.
A review of the mental health evaluation will be held on Feb. 21. A no-contact order was issued for the multiple victims of the alleged crimes and Kohring was ordered to surrender his weapons.
The current charges stem from incidents on Lopez Island in January 2024. Kohring allegedly threatened to rape and kill an underage victim, who he had a history of harassing, on Jan. 15. When interviewed by a deputy, Kohring admitted to sending the text messages. It is unknown why the victim was being targeted.
Kohring was also accused of stealing a truck parked near his housing complex on the same day. The vehicle’s owner was working in the area and left his truck running as he completed a quick task. The victim suspected Kohring of the car theft as he had “sustained odd comments and dirty looks” from him. When interviewed, Kohring admitted to stealing the truck because he “didn’t like” the victim. The vehicle was recovered and returned.
